Emergency Financial Assistance

Losing stable housing can significantly worsen health outcomes for individuals living with HIV, leading to missed doctor appointments and challenges in accessing pharmacies for essential medications. To address these issues, the Delaware HIV Consortium operates an Emergency Financial Assistance (EFA) program to provide financial support to individuals living with HIV who meet specific requirements.

Types of Assistance

  • Rental Assistance

    Help with payments for housing, such as rent for houses, apartments, or motels.

  • Utility Assistance

    Covers essential utility bills like electricity, oil, propane, natural gas, and water.

Eligibility Criteria

  • Residency

    Must be a Delaware resident.

  • HIV Status

    Must be a person living with HIV (PLWH).

  • Income

    Income must be at or below 300% of the federal poverty level (FPL).

Financial Limits

  • Frequency

    You can receive assistance once every 90 days,with a maximum of two assistance payments in a rolling 12-month period.

  • Amount

    Up to $700 per request, with a yearly limit of $1,400 (based on Delaware’s fiscal year, which runs from April through March).

Important Notes

  • Essential Utilities

    Only essential utilities are covered (electricity, natural gas, water, propane).

  • Nonessential Utilities

    Nonessential utilities like telephone, garbage removal, cable, and internet are not covered.
