Advocacy and Engagement
From policy to public awareness, we advocate for HIV care, prevention, and justice through community engagement and coalition building.

Where Your Voice Shapes Policy
Since our founding, the Delaware HIV Consortium has served as a trusted voice for people living with HIV—advocating for dignity, equity, and access to care. Advocacy is not just what we do; it’s part of who we are. The Delaware HIV Consortium was originally established to center the lived experiences of those most affected by HIV and to fight for policies and systems that reflect their needs. For over two decades, we proudly housed the Delaware HIV Planning Council, a vital statewide advisory body guiding public health strategy. The Council remained active until 2025, when statewide funding cuts disrupted its operations.
Today, the Consortium continues to lead bold advocacy efforts to protect and expand HIV prevention and care services. We work to secure sustainable funding, engage decision-makers, and mobilize communities through education, storytelling, and coalition-building. From fighting for equitable access to PrEP and mental health support to defending the role of community-based organizations in the HIV response, our advocacy spans service delivery, legislative engagement, and public awareness.
About the HIV Planning Council
While currently on hiatus due to state-level funding issues, the Delaware HIV Planning Council was a cornerstone of collaborative public health in Delaware. The Council served as an essential community advisory board to the Division of Public Health, ensuring that HIV prevention and treatment efforts were informed by real-world experience, lived expertise, and community needs. Inclusive, diverse, and action-driven, the Council helped shape the Integrated HIV Prevention and Care Plan submitted every five years.
