Rental Voucher Program:
In response to a documented housing gap for people with HIV/AIDS, the Delaware HIV Consortium operates a statewide, tenant-based rental assistance program. Largely funded by the federal Housing Opportunities for Persons With AIDS (HOPWA) dollars granted by the City of Wilmington and the Delaware State Housing Authority, this program provides rental assistance for people living with HIV/AIDS while linking clients with the supportive services funded by the Ryan White Title II CARE Act, including case management, transportation, food services, counseling and other services.
In order to be eligible for the program, applicants must have documented proof of HIV/AIDS and must have a low-income status. The household income must be no more than 80 percent of the median income for the region, as established by Housing and Urban Development (HUD). Clients must be referred to the program by a HIV/AIDS case manager. There is currently a waiting list of up to 30 months.
