Since 1998, the Consortium has administered a statewide housing rental voucher Program. This program assists with rental payments for low-income individuals with HIV/AIDS and their families. Approximately 200 households receive assistance every year throughout Delaware.
Clients are referred to the program by local case management agencies throughout the state. Rental subsidies are based on client income and housing costs, using HUD Fair Market Rents as a guideline. Clients are expected to pay 30 percent of their income toward housing costs while the program pays the difference to landlords on a monthly basis. Housing units must meet federal housing quality standards.
Support for this program is provided by HOPWA (Housing Opportunities for Persons with AIDS) grants awarded to the Consortium from the City of Wilmington and the Delaware State Housing Authority, as well as Ryan White Title II Emerging Communities funds.
The Consortium also screens applications for Enterprise and WomanSpace, two permanent housing programs administered by Connections CSP that serve homeless individuals with HIV and mental health and substance use disorders.
In addition, the Consortium also makes available free informational materials related to housing issues, such as Tenant-Landlord Rights and Responsibilities, Fair Housing and the Americans with Disabilities Act. These materials are made available as a result of a collaboration between the Consortium and Community Legal Aid Society, Inc., with support from the Delaware State Housing Authority.
