Formulary Committee Overview
The Formulary Committee became an operating committee of the Delaware HIV Consortium in January 2005. The Formulary Committee was created as a requirement of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. Title II of the CARE act authorizes the use of money to be spent on an AIDS Drug Assistance Program (ADAP). "ADAPs are State-administered programs that provide HIV/AIDS medications to low-income individuals living with HIV disease who have little or no coverage from private or third party insurance." (Ryan White CARE Act Title II Manual, p. 39) Most states have established advisory bodies to help with difficult decisions regarding eligibility criteria, the addition of drugs to the formulary and other program matters.
Mission Statement of the Formulary Committee
In keeping with the mission of the Delaware HIV Consortium, the Formulary Committee is dedicated to eliminating the spread of HIV/AIDS and to creating a seamless continuum of care for all people infected and affected in Delaware, by:
- Approving medications to treat HIV and other health problems caused by or exacerbated by HIV/AIDS.
- Establishing an eligibility criterion to maximize access to the AIDS Drug Assistance Program for those Delawareans who are most at need.
- Reviewing the Federal treatment guidelines in response to new understandings of the treatment of HIV disease.
- Managing federal financial resources available while prioritizing patient needs and medication requests.
- Maximizing the use of the AIDS Drug Assistance Program through drug purchasing programs and cost-containment strategies.
Membership
Any Delaware resident who completes a membership application to become a friend of the Consortium of the Consortium and is interested in becoming a member of the Formulary Committee may contact the Community Planning Coordinator to express their interest. The Community Planning Coordinator and Chair of the Formulary Committee will review the request and if accepted a letter of invitation will be extended to that member. The Committee is to be inclusive in its representation of the HIV community. This includes at least two (2) members who are living with HIV/AIDS. The Committee should also have no more than 49 percent of its members from any one agency.
